Management Computer Services, Inc. (MCS) is based in La Crosse, Wisconsin and has been a leader in housing authority software and support services for more than 40 years. MCS is a privately held company that stands on a long tradition of providing superior software and software support.

Visual MCS was the primary software platform for many years. However, Windows based software became obsolete so Visual MCS needed replacement. That is why the decision was made to develop a completely new software platform called PHA-Web.

In 1999 MCS purchased the rights to CHAS software from a different software provider located in New England. As a result of the acquisition, MCS gained additional technical knowledge and staff as well as an expanded presence in New England. Now, MCS has staffs members located in Wisconsin as well as New Hampshire and Massachusetts who are available to provide onsite service and support upon request. Like Visual MCS, CHAS software is also now obsolete and those housing authorities use PHA-Web.

MCS decided to create PHA-Web in 2002 and began development in January, 2003. In 2008 after 5 years of development PHA-Web was offered to the housing authority marketplace. As of 2013 over 240 housing authorities’ utilize PHA-Web as their housing management software solution.

PHA-Web is designed to take advantage of the latest software technologies available; one such technology is the Internet. Internet-based software has the unique ability to be available to anybody anywhere that has a computer, a high speed connection and Internet Explorer.
